Eugene Shen

Mr. Eugene Shen serves as the Regional Director at FirstPathway Partners (FPP), bringing more than 15 years of experience in EB-5 investment, foreign direct investment, and international business development. Eugene has built his career on helping foreign nationals navigate the EB-5 process through strong, compliant investment opportunities, and supporting international companies in establishing successful operations in the United States.

Prior to joining FPP, Eugene was the Founder and Principal of EYS International, where he specialized in strategic consulting for EB-5 investors and cross-border business expansion. Earlier in his career, he served as the Senior Manager of International Business and Protocol Services for the City of Dallas. In this role, he played a pivotal part in establishing the City of Dallas Regional Center, which attracted more than $30 million in EB-5 investment and helped recruit over 35 international companies to Dallas—resulting in the creation of more than 400 jobs.

Eugene later became the Head of Asia Market Development for the fund manager of the City of Dallas Regional Center. He was instrumental in opening and expanding markets across China, Taiwan, and Korea, directly contributing to more than $200 million in EB-5 investment during his tenure.

A native of Taiwan, Eugene previously held leadership roles with the Chinese Television Network in Taiwan, Hong Kong, and China, serving as International News and Marketing Director. He earned his B.A. in Political Science from Soochow University in Taiwan and completed his graduate studies in International Political Economy at the University of Maryland.

Eugene resides in Plano with his wife, Fenia, and their two sons, Warren and Declan.
